- Slice flank steak thinly against the grain and marinate with cornstarch, soy sauce, and sesame oil for at least 10 minutes.
- Steam or boil broccoli florets until crisp-tender, about 3-5 minutes, then drain.
- In a bowl, whisk together soy sauce, beef broth, oyster sauce, brown sugar, rice vinegar, sesame oil, and cornstarch until smooth.
- Heat vegetable oil in a skillet over medium-high heat and sear half of the marinated beef until browned, then remove.
- Sauté garlic and ginger in the skillet until fragrant, then return beef to the skillet.
- Pour in the sauce mixture and bring to a simmer, stirring until thickened.
- Add steamed broccoli and toss to coat, then serve immediately over rice or noodles.
